The paper studied the derivation of the first-order sea clutter model and the typical signal processing in high-frequency surface wave radars. All calculation models are checked and simulated using Matlab to verify their reliability. Based on the derived signal models and their processing, we investigate the first-order sea clutter model in one period for high-frequency surface wave radars, evaluating the energy relationship between two spectrum lines and their expanding spectrum.
